Public Safety 700-MHz Demonstration Network

Project Description

NIST (National Institute of Standards and Technology), through its PSCR (Public Safety Communications Research) program (a joint effort between NIST/OLES (National Institute of Standards and Technology/Office of Law Enforcement Standards) and NTIA/ITS (National Telecommunications and Information Administration)), is building a 700-MHz Public Safety Broadband Demonstration Network to provide manufacturers and first responders a location for early deployment of their systems in a multi-vendor, neutral, host environment.

SNAPSHOT

Emergency responders will learn how broadband systems perform and determine through hands-on experience how these systems will meet their unique needs.The goal is to demonstrate and evaluate the behaviors of 3GPP (3rd Generation Partnership Project) LTE (Long Term Evolution) technology deployed in the 700 MHz bands, specific to the needs of public safety agencies.

Work Groups for Public Safety 700-MHz Demonstration Network

Click to Join Participate in one or more of the work groups formed for the public safety 700-MHz demonstration network PSCR is implementing. We are seeking communications vendors, 700-MHz waiver recipients, and active or retired public safety practitioners (police, firefighters, EMS (emergency medical service), FBI (Federal Bureau of Investigation), etc., and their command staff) with experience using wireless communications in their jobs.

Application Demonstration Work Group

ADWG (Application Demonstration Working Group) is ideal for public safety communications practitioners and first responders, but is also open to communications vendors and 700-MHz waiver recipients. The primary task of ADWG is to develop the initial conditions, procedures, and expected results for each application demonstration category. A few category examples include video, voice, and Internet access.

Evaluation Test Work Group

ETWG (Evaluation Test Working Group) is ideal for communications vendors, but is also open to public safety communications practitioners, first responders, and 700-MHz waiver recipients. The primary task of ETWG is to develop BC 14 PS (Band Class 14 public safety) technical specifications and demonstration project requirements. Follow-on efforts will include development of a test plan document.

Network Architecture Work Group

NAWG (Network Architecture Working Group) is ideal for communications vendors, but is also open to public safety communications practitioners, first responders, and 700-MHz waiver recipients. The primary task of NAWG is to identify demonstration network architectures that represent potential public safety network deployments. This work will help to support deployment implementation evaluations.

Waiver Recipient Work Group

WRWG (Waiver Recipient Working Group) is open to 700-MHz waiver recipients. Other participants include the FCC (Federal Communications Commission)’s ERIC (Emergency Response Interoperability Center), DHS/OEC (Department of Homeland Security/Office of Emergency Communications), the PSST (Public Safety Spectrum Trust), and of course PSCR staff. The primary goal of WRWG is to provide waiver recipients a forum to:

  • Learn from the public safety 700-MHz demonstration network

  • Provide information for incorporation in the demonstration network

  • Learn from each other

  • Help PSCR publish lessons learned from waiver recipients

Inaugural Stakeholder Meeting

The inaugural stakeholder meeting April 20-21, 2010, in Boulder, CO brought together interested parties for the first time to shape how the demonstration network will be implemented. The two-day meeting covered project planning and scheduling, stakeholder participation and expectations, and initial test planning.

National Broadband Plan and the Demonstration Network

The National Broadband Plan calls for ERIC (Emergency Response Interoperability Center) to collaborate with PSCR on research, development, testing, evaluation, and standards with both the public safety community and industry.
