PSCR staff participated as panelists in the discussion that focused on the issues Congress and the Administration are considering as they prepare to pass legislation to allocate an additional 10 MHz of spectrum to public safety and funding for building out a nationwide broadband network.

APCO Frequency Coordination (AFC) Resource Sessions/Presentations

This session provided an update on the PSCR program’s 700MHz Public Safety Broadband Demonstration Network, which provides manufacturers a location for early deployment to demonstrate and evaluate their systems in a multi-vendor environment. PSCR provided an update on the participation of its CRADA partners, as well as on the technical study items PSCR and its industry partners are assessing through the demonstration network.

700MHz Public Safety Broadband: Technical Issues Now and in the Future, TUES, AUG 9, 2011

This session explored two of the major technical issues that public safety may face as the buildout of the 700 MHz nationwide public safety ensues, including:

  • Network Identifiers: Discussion on developing network identifier requirements for a single nationwide PLMN that supports multiple eNodeB and EPC vendors, regional redundant EPC data centers, and multiple jurisdictions.

  • Mission-Critical Voice: Exploring the network’s capability for mission critical voice for public safety, including peer-to-peer communications or “talk-around” and push-to-talk.

Professional Development Tracks

This session explored recent developments in PSCR’s portfolio of work, including:

  • Progress on the development of a 700 MHz Broadband Public Safety Demonstration Network, which provides manufacturers a location for early deployment and evaluation of their systems in a multi-vendor environment, and give public safety an opportunity to understand how the new broadband systems function and determine how the systems will meet their unique needs.

  • An update on the Project 25 Compliance Assessment Program, which has recognized eight laboratories to test equipment for P25 standards compliance.

  • Information on the PSCR-developed VoIP Bridging Systems Interface, which allows agencies to patch non-interoperable land mobile radio systems together.

  • Latest developments in PSCR’s continued Audio Quality Testing, including results from phase two testing of newly implemented vocoders.

  • An update on PSCR’s Video Quality work, including the VQiPS conference and other ongoing standards efforts.
